Under prime AECOM, WI-HER led an infrastructure landscape analysis (2019) for USAID Haiti’s Infrastructure Program (HIP). In Haiti, WI-HER used its LASSR tool (Landscaping Analysis for Sector-Specific Self-Reliance) to guide its assessment and identify key gaps in construction, engineering, and architecture sectors. Additionally, WI-HER provided granular data to inform recommendations for improved intervention designs in order to move toward sustainable progress and self-reliance in infrastructure and related sectors.

WI-HER’s LASSR tool can be adapted to support national policy assessment and organizational development goals across energy, infrastructure, water, and other sectors to promote economic growth and transformation, reinforce the private sector, and advance self-reliance and prosperity.  It is not only a diagnostic tool, but a useful monitoring and evaluation instrument that allows USAID and local governments to target key areas of need, design evidence-informed solutions, and track progress through quantitative and qualitative indicators and data visualization.
