WI-HER developed an innovative, results-oriented approach to gender integration, rooted in the science of quality improvement, called iDARE (Identify, Design, Apply/Assess, Record, Expand). Tested across numerous countries and sectors (i.e. health, energy, social behavior change) with incredible results applauded by project partners, donors, and constituents, the iDARE approach (see figure 1) expertly and effectively meets ADS Chapter 205 and USAID’s Gender Equality and Female Empowerment Policy requirements, and is focused on enhancing programmatic processes and strengthening systems to achieve improved results at all levels and among all target and priority populations.

iDARE is an innovative approach to gender integration using the science of improvement to systematically and effectively conduct the following:

  • Identify gender and social inclusion gaps and barriers through rapid, yet careful, desk review, analysis, key informant interviews (KIIs) and focus group discussions (FGDs);
  • Design locally contextualized programmatic interventions and activities to effectively address identified gaps and barriers;
  • Apply/Assess knowledge gained, lessons learned, and changes identified overtime through monitoring and evaluation, the collection and assessment of sex-disaggregated data, and periodic assessments to determine whether changes have achieved desired results;
  • Record knowledge, qualitative and quantitative data, best practices, lessons learned in line with effective and transparent knowledge management and monitoring and evaluation methodologies;
  • Expand and scale-up project initiatives, if proven successful; if proven ineffective, identify and design other changes to reach project objectives and goals.

The iDARE approach has been proven effective at multiple levels and across 35 countries in Africa, Asia, Eastern Europe, Latin America, and the Middle East.
